eBay seller levels decide how eBay treats your account each month, from search placement to final value fees. This guide is for eBay sellers and dropshippers who want to know where they stand and how to stay there. We cover the three levels, the exact limits, and the eBay Live change that starts today, October 15, 2026.
The catch is simple. A few canceled orders or unresolved cases can move you down a level. As a result, you can lose Top Rated perks or pay extra fees the next month.
Below, you get eBay’s own thresholds, a worked example with 1,000 orders, and four habits that protect your level. Every rule links to the eBay help page we checked on October 15, 2026.
- Top Rated is the goal. It needs a defect rate of 0.5% or less, plus a low late shipment rate and tracking on time.
- Below Standard costs money. eBay adds 6% to US final value fees the next month, rising to 7% after four months in a row.
- Stock is the dropshipper’s risk. Out-of-stock cancellations count as defects, so supplier sync matters most.
What are eBay seller levels?
eBay seller levels are the monthly ratings eBay gives every seller based on recent sales. There are three: Top Rated, Above Standard, and Below Standard. Your level depends on cancellations, unresolved buyer cases, and late shipments. In turn, it can change your fees, visibility, and selling limits.
What Are the Three eBay Seller Levels?
Quick answer: Top Rated means you exceed eBay’s expectations. Above Standard means you meet them. Below Standard means you fall short, and eBay may limit your selling.
eBay’s seller standards policy describes the three levels like this:
- Top Rated. You exceed eBay’s performance expectations. In addition, you have an established sales history and follow other eBay policies.
- Above Standard. You meet eBay’s expectations.
- Below Standard. Your performance has dropped below the minimum. eBay may then limit your selling activity, including higher final value fees.
Only one level is public. According to eBay’s seller performance overview, other members can’t see your level unless you are Top Rated. Buyers then see a Top Rated Plus badge on qualifying listings.
Some guides list Top Rated Plus as a fourth level. In fact, eBay treats it as a listing benefit for Top Rated sellers, not a separate level.
How Does eBay Calculate Your Seller Level?
Quick answer: On the 20th of each month, eBay checks three metrics across your recent sales. It looks back 3 months if you had more than 400 transactions, and 12 months otherwise.
eBay measures three things in the monthly evaluation:
- Cases closed without seller resolution. A buyer opened a case, you didn’t resolve it, and eBay found you responsible.
- Transaction defect rate. This counts orders you cancel unexpectedly, such as for being out of stock. It also counts cases closed without seller resolution.
- Late shipment rate. With tracking, a shipment is late when delivery comes after the estimated date. It also needs no carrier scan within your handling time.
Notice the overlap. One unresolved case counts toward both the case metric and your defect rate. That is why eBay tells Below Standard sellers to focus on cases and cancellations first.
The lookback window also depends on volume. If you had more than 400 transactions in the past 3 months, eBay counts those 3 months. Otherwise, it counts the last 12 months. Also, eBay only counts paid transactions. There can only be one defect per transaction.
Timing matters too. Limits from a bad evaluation can start right away. However, a Top Rated upgrade starts on the 1st of the following month.

What Are the Thresholds for Each eBay Seller Level?
Quick answer: To avoid Below Standard, keep defects at 2% or less. Also keep unresolved cases at 2 (or 0.3%) or less. Top Rated needs defects of 0.5% or less, plus late shipment and tracking limits.
Here are the eBay.com limits side by side. We copied each number from eBay’s seller standards policy.
| Metric | Minimum (avoid Below Standard) | Top Rated |
|---|---|---|
| Cases closed without seller resolution | No more than 2, or 0.3% of transactions, whichever is higher | No more than 2 (or 0.3% of transactions) |
| Transaction defect rate | 2% or less; Below Standard only if more than 4 different buyers | 0.5% or less, from no more than 3 different buyers |
| Late shipment rate | No minimum on its own | No more than 5 (or 3% of transactions) |
| Tracking uploaded | Not required for this level | At least 95% uploaded within handling time and validated by the carrier |
| Selling activity | None | Account active 90+ days; at least 100 transactions and $1,000 in sales with US buyers over 12 months |

Two details trip people up. First, a high late shipment rate alone won’t make you Below Standard. Still, it will block Top Rated. Second, the buyer counts protect you from one bad buyer skewing your defect rate.

Top Rated sellers can also earn Top Rated Plus on listings. For that, eBay requires same- or 1-business-day handling and 30-day or longer free returns. In return, those listings get the Top Rated Plus seal. They also get a 10% discount on final value fees, with some exceptions.

What Changes for eBay Seller Levels on October 15, 2026?
Quick answer: eBay Live transactions no longer count in seller standards or service metrics. This includes Live sales completed before today.
For most sellers, this changes nothing. However, if you sell on eBay Live, your seller level now reflects only your regular listings.
The change can also shift your lookback window. For example, say you had just over 400 transactions in 3 months, including Live sales. Without them, you could fall under 400. Then eBay would use 12 months instead.
Value Added Resource reports on eBay’s email to sellers. It says any lower status from this change waits until the November 20 evaluation. That detail comes from the email, not the help page, so check your own dashboard after the 20th.
What Happens If You Are Below Standard on eBay?
Quick answer: You can lose search placement, Promoted Listings, and selling limits right away. From the 1st of the next month, eBay adds 6% to your US final value fees.
eBay’s seller standards policy lists these limits straight after the evaluation:
- Lower search placement. Your items may appear lower in Best Match results.
- Lower selling limits. eBay may reduce how much you can list.
- No Promoted Listings. You can’t create or edit campaigns.
- Payment holds. Funds may wait until tracking shows the item is on its way.
- No return deductions. You can’t deduct from a refund when an item comes back used or damaged.
Then the fees follow. eBay’s selling fees page covers US accounts. A Below Standard seller pays an extra 6% on final value fees the next calendar month. After four or more months in a row, the extra fee rises to 7%. To see what that means for your margins, run a sale through our eBay fees calculator.

If you stay Below Standard for a long time, eBay may downgrade your Store to Basic. It may also restrict your account and related accounts.
How Do Dropshipping Problems Change Your eBay Seller Level?
Quick answer: With 1,000 orders, 6 out-of-stock cancellations from different buyers cost you Top Rated. About 21 defects from different buyers drop you to Below Standard.
Here is a worked example. Say you had 1,000 transactions in the past 3 months, so eBay uses a 3-month window. Each defect comes from a different buyer.
Defect rate = (cancellations + cases closed without seller resolution) ÷ transactions × 100
| Scenario (1,000 orders) | Defect rate | Late rate | Likely level |
|---|---|---|---|
| 4 out-of-stock cancels, 5 late | 0.4% | 0.5% | Top Rated, if tracking and history also qualify |
| 6 out-of-stock cancels, 5 late | 0.6% | 0.5% | Above Standard (over 0.5%) |
| 2 out-of-stock cancels, 35 late | 0.2% | 3.5% | Above Standard (late rate over 3%) |
| 15 cancels + 3 unresolved cases | 1.8% | 2.0% | Above Standard (3 cases is within 0.3%) |
| 17 cancels + 4 unresolved cases | 2.1% | 2.0% | Below Standard (both limits broken) |
Limits from the eBay seller standards policy, checked October 15, 2026. Rates and levels are our own calculation and assume each defect involves a different buyer.
The pattern is clear. For a dropshipper, out-of-stock cancellations are the fastest way to lose Top Rated. Meanwhile, slow supplier dispatch quietly pushes up your late shipment rate.
eBay’s own examples point the same way. In one, a seller with 25 out-of-stock cancellations in 1,000 transactions, from 25 buyers, lands at Below Standard.
How Do You Check Your eBay Seller Level?
Quick answer: Open the Seller Dashboard in Seller Hub, under Performance. It shows your current level and the level you would get if eBay evaluated you today.
The projected level is the part to watch. eBay suggests checking the dashboard often. That way, you can act before the next evaluation on the 20th.
The dashboard also breaks down each metric. So you can see whether cancellations, cases, or late shipments are pulling you down. Separately, eBay also runs a service metrics review that compares you with similar sellers.
How Can Dropshippers Protect Their eBay Seller Level?
Quick answer: Keep listings in sync with supplier stock and ship within your handling time. Then resolve buyer issues yourself and appeal defects that weren’t your fault.
1Stop selling items your supplier no longer has
Every out-of-stock cancellation is a defect. So set a listing to quantity 0 as soon as the supplier runs out. Our guide to the eBay out of stock cancellation shows the math in detail.
2Set a handling time your supplier can meet
Top Rated needs a late shipment rate of 3% or less and tracking on at least 95% of orders. Therefore, pick a handling time that matches real supplier dispatch, and add tracking as soon as you have it. Our eBay late shipment rate guide covers the handling-time math.
3Resolve buyer issues before eBay steps in
A case closed without seller resolution hits two metrics at once. So reply fast, offer a fix, and close the issue yourself. Clear, quick buyer messages make this much easier.
4Appeal defects that weren’t your fault
eBay removes some defects and late shipments for events outside your control, such as severe weather or carrier disruptions. You can also appeal a defect or late shipment. For a full prevention plan, read our pillar guide on how to avoid eBay seller defects at scale.
How Does DropFlowLister Help Protect Your Seller Level?
DropFlowLister is AI listing and dropshipping automation, currently on eBay and Poshmark, with more marketplaces coming. It targets two common causes of dropshipping defects. These are stock that goes out of sync and buyers left waiting for answers.
- Automatic price and stock tracking. Flow Tracker checks your suppliers and updates your listings. According to the Flow Tracker for eBay help guide, it can set quantity to 0 or end a listing. It does this when an item goes out of stock.
- Low stock and slow delivery rules. Flow Tracker can also zero out items with low supplier stock or delivery beyond your limit. That way, you avoid both cancellations and late shipments.
- Automated buyer messages. Buyers get timely updates without you typing each one. As a result, fewer buyer questions sit unanswered.
- AI listings. Flow Lister creates listings with AI. So you can grow your catalog while Flow Tracker watches stock.
You still add tracking numbers yourself, which keeps your handling time in your hands. For the full setup, see the Flow Tracker guide.
Frequently Asked Questions
Can buyers see my eBay seller level?
Only if you are Top Rated. eBay says other members can’t see your level otherwise. Top Rated status shows in your feedback profile, and qualifying listings carry the Top Rated Plus badge. So buyers can’t tell an Above Standard seller from a Below Standard one.
What is the lowest eBay seller level?
Below Standard is the lowest. You land there when your defect rate is over 2% and involves more than 4 buyers. Too many cases closed without seller resolution also put you there. For US sellers, it also adds 6% to final value fees the next month.
How long does it take to get out of Below Standard?
eBay re-evaluates you on the 20th of every month. If your metrics are back within the limits at that point, your level improves. Limits then lift on the same schedule they started. However, old defects stay in your 3- or 12-month window until they age out, so fewer new defects matter most.
Does late shipment rate affect my eBay seller level?
Only for Top Rated. A high late shipment rate alone won’t make you Below Standard. Still, Top Rated allows no more than 5 late shipments (or 3% of transactions). It also needs tracking on at least 95% of orders within handling time.
Do eBay Live sales count toward seller levels?
Not from October 15, 2026. From then on, Live transactions no longer count in seller standards or service metrics. This includes earlier Live sales. eBay plans to evaluate Live performance under a separate program.
Is Top Rated Plus a seller level?
No. Top Rated Plus is a listing benefit for Top Rated sellers. Listings qualify when you offer same- or 1-business-day handling and 30-day or longer free returns. Qualifying listings get the seal and a 10% final value fee discount, with exceptions listed by eBay.
