eBay Top Rated seller requirements are the seven checks eBay runs on your account every month before it gives you the Top Rated badge. This guide is for sellers and dropshippers who want the badge, the Top Rated Plus fee discount, and a plan to keep both.
Getting there is the easy part. Staying there is harder, because one supplier stockout or slow dispatch can cost you the badge at the next evaluation.
Below, you get every limit from eBay’s help pages (checked October 17, 2026), a defect budget by sales volume, the October 15 eBay Live change, and the grace period most guides skip. If you need the basics of all three levels first, start with our guide to eBay seller levels.
- Top Rated Plus is a listing perk. Same- or 1-day handling plus 30-day free returns earn a seal and 10% off final value fees.
- There is a grace period. Established Top Rated sellers get two cycles to fix sales or tracking dips.
- Stockouts are the main risk. eBay won’t remove out-of-stock cancellation defects, so prevention is the only fix.
What is an eBay Top Rated seller?
An eBay Top Rated seller is an account that meets all the eBay Top Rated seller requirements, which means performing well above the minimum standards with an established sales history. eBay checks this on the 20th of each month. If you qualify, the status starts on the 1st of the next month and shows in your feedback profile.
What Are the eBay Top Rated Seller Requirements?
Quick answer: The eBay Top Rated seller requirements cover four performance numbers and three selling-activity rules. You must pass all of them on the same evaluation.
Here is the full list for eBay.com from eBay’s seller standards policy.
| Requirement | eBay’s Top Rated limit | What it means for you |
|---|---|---|
| Cases closed without seller resolution | No more than 2 (or 0.3% of transactions) | Resolve requests before eBay steps in |
| Transaction defect rate | No more than 0.5%, associated with no more than 3 different buyers | Almost no cancellations, out-of-stock included |
| Late shipment rate | No more than 5 (or 3% of transactions) | Get a carrier scan inside your handling time |
| Upload tracking | At least 95% uploaded within handling time and validated by carrier | Valid tracking on almost every order |
| Account age | Active for at least 90 days | New accounts wait 3+ months |
| Sales history | At least 100 transactions and $1,000 in sales with US buyers over the past 12 months | International sales don’t count |
| Policy compliance | Comply with eBay’s selling practices policy | Good numbers alone aren’t enough |
Source: eBay seller standards policy (eBay.com), checked October 17, 2026. Other eBay sites and international sales can use different thresholds.
eBay’s Top Rated Seller program page in Seller Center words the late shipment rule as 3% or less and five or fewer late shipments. Because the two pages phrase it differently, the safe plan is to stay under both numbers.
Notice what is missing, too. Feedback score and return policy are not on the list, although free returns matter for Top Rated Plus.
How Does eBay Check Top Rated Seller Requirements?
Quick answer: eBay runs the check on the 20th of every month. If you pass every rule, you become Top Rated on the 1st of the following month.
The lookback window depends on your volume. If you had more than 400 transactions in the past 3 months, eBay counts those 3 months. Otherwise, it counts your last 12 months of transactions.
A few fairness rules also apply. eBay counts paid transactions only, with at most one defect per transaction. It also considers how many different buyers are involved.
Tracking runs on its own clock. According to eBay’s seller protections page, the tracking rate looks at transactions with US buyers in the last 3 months. So a bad tracking month hurts you quickly, even on a 12-month window.
Your Seller Dashboard shows your current level and the level you would get if eBay evaluated you today. For the full picture of how the three levels interact, see how eBay calculates your seller level.
What Changed in eBay Top Rated Seller Requirements on October 15, 2026?
Quick answer: eBay Live sales no longer count toward your seller level. This includes Live sales made before that date.
For most sellers, nothing changes. If you sell on eBay Live, though, the eBay Top Rated seller requirements now apply to your regular listings alone.
That can hurt in two ways. First, fewer counted sales can drop you under 400 transactions in 3 months, which switches you to a 12-month window. Second, you could fall below 100 transactions or $1,000 with US buyers.
Value Added Resource reports that eBay’s email to Live sellers also removes Live sales from Top Rated Plus eligibility. According to that email, any lower status caused by the change waits until the November 20 evaluation. Because this comes from the email rather than the help pages, check your own dashboard after the 20th.
How Many Defects Do eBay Top Rated Seller Requirements Allow?
Quick answer: Very few. At 1,000 transactions, 0.5% is just 5 defects, and at 150 transactions a single defect already passes 0.5%.
Here is the budget at four volumes, using the percentages in the eBay Top Rated seller requirements.
| Transactions in your window | Defects at 0.5% | Late shipments at 3% | On-time tracking needed (95%) |
|---|---|---|---|
| 150 (12-month window) | 0.75, so 1 defect is already 0.67% | 4.5 | 143 orders |
| 300 (12-month window) | 1.5, so 2 defects is 0.67% | 9 | 285 orders |
| 1,000 (3-month window) | 5 | 30 | 950 orders |
| 2,500 (3-month window) | 12.5 | 75 | 2,375 orders |
Limits from the eBay seller standards policy, checked October 17, 2026. Counts are our own calculation; tracking is measured on US transactions from the last 3 months.
One caveat: the defect rule also considers how many different buyers are involved. Since eBay publishes no worked Top Rated example, treat that as a safety net, not a budget.
Now apply this to dropshipping: say 1 in every 150 orders hits a supplier stockout you missed. At 1,000 orders, that’s about 7 cancellations (0.7%), over the limit. Our eBay out of stock cancellation guide shows how fast those defects add up.
Worse, these defects rarely come off your record. eBay’s defect appeal page lists only two cancellation cases it will remove: a retracted bid that disrupted an auction, and a buyer asking for something not in the listing. An out-of-stock cancellation is neither.
How Do You Get Top Rated Plus on Your Listings?
Quick answer: First become Top Rated. Then offer same- or 1-business-day handling and 30-day or longer free returns on the listings you want to qualify.
Top Rated Plus is not a fourth seller level. Instead, it is a benefit you earn listing by listing. According to eBay’s seller standards policy, qualifying listings get two things:
- The Top Rated Plus seal. It shows in search results and in the listing description.
- A 10% final value fee discount. It is calculated on the total amount of the sale, including shipping and tax.
Source: eBay seller standards policy, Top Rated Plus section, captured October 17, 2026.
The fine print matters. The discount doesn’t apply to the per-order part of the final value fee. Also, you must live in the US to get it on eBay.com, and free returns must match your item’s location.
Some categories get the discount, but not the seal, without 30-day free returns. For example, Jewelry & Watches and most Collectibles & Art need only 14-day free returns. Meanwhile, Real Estate, Specialty Services, and local-pickup-only items never qualify.
What is Top Rated Plus worth?
On eBay’s selling fees page, sellers without a Store pay 13.6% of the total sale in most categories, plus a $0.40 per-order fee on orders over $10. Here is the math for a $50 order:
Saving = 10% × (13.6% × $50) = 10% × $6.80 = $0.68 per order
That is our own calculation, and the $0.40 per-order fee stays the same. Over 500 qualifying orders, it adds up to $340. To test your prices, use our eBay fees calculator.
Can dropshippers offer 1-day handling?
Handling time is the real hurdle. eBay’s handling time guide explains that 1-day handling means a carrier scan by the end of the next business day. Therefore, only switch on Top Rated Plus for products your supplier reliably ships within a day.
What Is the Grace Period for eBay Top Rated Seller Requirements?
Quick answer: If you have been Top Rated for 3 months in a row, eBay gives you two evaluation cycles to fix a dip in sales volume or tracking. You keep the badge and its benefits meanwhile.
Few guides mention this rule, yet it explains why some sellers quote 90% for tracking. According to eBay’s seller protections page, it covers three situations:
- Low transaction count. You have fewer than 100 transactions with US buyers over the last 12 months.
- Low sales amount. You have less than $1,000 in sales with US buyers over the last 12 months.
- Tracking dip. You uploaded tracking within handling time on less than 95%, but not less than 90%, of US transactions in the last 3 months.
Source: eBay seller protections, Top Rated Seller grace period, captured October 17, 2026.
The grace period has limits, though. It doesn’t cover the other eBay Top Rated seller requirements: defects, late shipments, and unresolved cases. If those break the Top Rated limits, you lose the status at the next evaluation.
How Do You Meet eBay Top Rated Seller Requirements Step by Step?
Quick answer: Watch your projected level, stop stockout cancellations, ship inside your handling time, resolve every request yourself, and appeal what wasn’t your fault.
1Check your projected level before the 20th
Open the Seller Dashboard at least weekly. Then find the metric closest to its limit, because one more problem order hurts most there.
2Keep listings in sync with supplier stock
eBay’s own performance guide tells sellers to keep listing quantities in sync with stock to avoid cancellations. For a dropshipper, that means setting quantity to 0 the moment your supplier runs out.
3Set a handling time your supplier can beat
Handling time starts at payment and ends at the first carrier scan. So set it longer than your supplier’s real dispatch time, then add tracking as soon as you have it. Our eBay late shipment rate guide has a buffer table for this.
4Resolve returns and requests before eBay steps in
A case closed without seller resolution counts twice, as a case and as a defect. So reply quickly, offer a refund or replacement, and close the request yourself.
5Remove defects that weren’t your fault
eBay automatically removes defects and late shipments in some cases, such as widespread severe weather, and most of those removals finish within 72 hours. If one stays, request a review through Seller Help within 90 days of the transaction. For a full prevention plan, read our pillar guide on avoiding eBay defects when you dropship at scale.
How Does DropFlowLister Help You Meet eBay Top Rated Seller Requirements?
DropFlowLister is AI listing and dropshipping automation, currently on eBay and Poshmark, with more marketplaces coming. On eBay, it targets two common problems that cost dropshippers Top Rated: stock that falls out of sync and buyers left waiting.
- Automatic price and stock tracking. Flow Tracker watches your suppliers and updates your listings. According to the Flow Tracker for eBay guide, it can set quantity to 0 or end a listing when an item goes out of stock, so you avoid the out-of-stock cancellations that break the 0.5% limit.
- Automated buyer messages. Buyers get timely order updates without you typing each one. As a result, fewer questions turn into requests, and fewer requests turn into cases.
- AI listings. Flow Lister creates listings with AI, so you can grow toward 100 transactions while Flow Tracker guards your defect rate.
You still add tracking numbers yourself, so you stay in control of your handling time and the 95% tracking rule. For the full setup, see our Flow Tracker guide.
Frequently Asked Questions
How long does it take to become a Top Rated seller on eBay?
At least 90 days, since your account must be active that long. You also need 100 transactions and $1,000 in US sales within 12 months. Once you pass every rule on the 20th, eBay upgrades you on the 1st, so speed depends on reaching 100 clean sales.
What are the benefits of being a Top Rated seller on eBay?
The status shows in your feedback profile, and eBay’s Seller Center says it brings enhanced search visibility. It also unlocks Top Rated Plus, with its seal and fee discount. In addition, Top Rated sellers in the US or Canada whose listings offer 30-day returns get extra seller protections, such as up to $6 toward return labels on false “not as described” claims.
Are free returns part of the eBay Top Rated seller requirements?
No, returns aren’t part of the eBay Top Rated seller requirements. However, Top Rated Plus needs 30-day or longer free returns, and some protections need 30-day returns. Without them, you keep the badge but lose the seal and the fee discount.
Why is my Top Rated Plus badge not showing?
The seal only appears on listings that qualify. Check that the listing offers same- or 1-business-day handling and 30-day or longer free returns based on the item’s location. Also, some categories get the fee discount without the seal, and Live sales no longer count toward eligibility, according to eBay’s email to Live sellers.
How do you get Top Rated status back after losing it?
Fix the metric that failed, then wait for the next evaluation on the 20th. If you pass every rule, eBay restores the status on the 1st. Old defects stay in your 3- or 12-month window until they age out, so preventing new ones matters most.
Make Your Next Evaluation a Top Rated One
